Jennifer O’Neal is a Senior Corporate Counsel and Senior Vice President at IBERIABANK, where she has been since 2005. She has been an ArcGNO board member for the last 11 years. She felt a calling to serve those with intellectual and developmental disabilities after growing up with a mom who served children with special needs all her life. When not working, Jennifer spends her time with her husband Ryan and their four boys.
Deborah Armstrong has served on the ArcGNO Board of Directors for 12 years. She is a retired Special Education teacher with 43 years of experience. Deborah has also volunteered with the Special Olympics in both Orleans and Jefferson Parishes for numerous years. Her dedication to support individuals with intellectual disabilities first started with her brother who has Down Syndrome.
Marc Chevis is a native New Orleanian, married to a Cajun, and the father of five children. He has been a member of the ArcGNO Board of Directors since 2007, serving as Board President from 2012-2015. After learning of the very positive impact of the ArcGNO mission in our community, Marc joined the board to advise on social enterprise portfolio management and information technology. He is employed by Shell Exploration and Production Company.
As a person with an IDD, Jill brings a unique understanding, passion and leadership quality to the ArcGNO Board. She began her IDD advocacy work with The Arc of Northern Virginia and The Arc of the USA in Washington, D.C. She testified before Virginia and Louisiana Legislative Committees as well as the U.S. Congress to initiate changes that impacted people with IDD.
Dan Flynn worked with Shell Energy Resources Company for 27 years before retiring in 2017. His last role with the company was as Vice President of Logistics and Infrastructure. Dan recently served on the Board of Directors at NAMI (National Association of Mental Illness) and is now a member of Big Easy Parkinson’s Support Group. He still provides active and passive support for the ArcGNO Board of Directors. A native New Orleanian, Dan enjoys spending time with his family, cycling, fishing, spectator sports and hiking.
Katy Jambon is currently an Investment Portfolio Manager for Hancock Whitney. A member for 5 years, she brings a financial and marketing expertise to the ArcGNO Board. Her commitment to the disability community is evident in her long-time role as a soccer coach for the Miracle League of New Orleans. She was born in New Orleans and is now married with children.
Katherine Leblanc has marketed some of New Orleans’ most recognizable brands including Smoothie King, Dickie Brennan and Co. and the Louisiana SPCA. She is now the CMO of Painting with a Twist, where shes leads marketing, IT and research and development departments with the goal of driving innovation to increase sales and maintain Painting with a Twist as the leader in the craft and sip category. Katherine lives in New Orleans with her husband and two children where they own Bevi Seafood Co., a neighborhood seafood market dedicated to preserving the culture of tradition through food in South Louisiana.
John Rigney, CFA, works for Hancock Whitney Bank as a Compliance Manger for the Trust & Asset Management group. John has a daughter who enjoys the services of the Arc. John is long term member of the ArcGNO Board and also serves on the Board for the Arc of Louisiana.

Dr. Duane Superneau is a medical genetics doctor in Baton Rouge, Louisiana. Dr. Superneau has served on the ArcGNO Board of Directors for more than 25 years.
